If you're playing Red or Blue and choosed Bulbasaur or Squirtle as your starter, then you're going to fly through this gym. You need to level up squirtle at level 8 to make it learn Bubble or level 15 for Water Gun. Bulbasaur needs to be at level 13 to make it learn Vine Whip which will easily defeat brock. But if you have chosen Charmander or you're a yellow player then there are some difficulties. But there are many ways out.

Firstly, lets say about the most useful early-game pokemon. Butterfree is a must if you can. Catch a Caterpie in Viridian Forest. Do not catch a Metapod because it will only know Harden, which is rather useless. Level it up to level 12 if you're playing RB and Level 10 if you're playing Y and it will learn Confusion which is a very strong attack for such a weak level. Even if it's not super effective it'll do sufficient damage for Brock's pokemon with weak special defense.

If you choosed Bulbasaur or Squirtle  as your starter in R/B, you'll just fly through brock. Just level up Bulbasaur to level 13 to let it learn Vine Whip or level up Squirtle to level 8 for Bubble or

Pikachu - If you are lucky you can find Pikachu in Viridian Forest which will know Thundershock an Electric move which will be super-effective against Misty's pokemon. But both Misty's Pokemon have good defense and great speed so make sure that that your Pikachu can take some hits.
